1. The road speed limiting device shall be designed and constructed in such a way that it can be fitted in a place not easily accessible;
2. The road speed limiting device shall have in built features that allow functionality checks and shall have special inspection devices for this purpose to facilitate the checking when the vehicle is not in motion;
3. The actuation force of the controls should not have a detrimental effect on the driver's efficiency or impose fatigue on the driver;
4. Speed limiter devices shall be so constructed that the vehicle may not be accelerated by the operation of the acceleration devices, such as the accelerator pedal, when the vehicle is running at its set speed;
5. Speed limiter device shall remotely communicate through telecom infrastructure;
6. Speed limiter device shall have geo-fence management feature.
7. The input speed signal shall be obtained from global navigating system (GNS) or speedometer vehicle speed signal or a converted speed signal from vehicle gearbox or from other separately installed sensor as deemed appropriate
